If you mean in WWE, that's true. If not, then no.
BUT, up until 2002, the WWF Title (/WWE Title) was the only title Hulk Hogan had ever held in the WWF(/E).

I'm pretty sure Bob Backland didn't hold anything else. Along with Sgt. Slaughter, Hogan, Flair (although he did win the tag titles in 2003, but even I forgot about that) and Vince. Probably afew more though, depends on how far back you want to go.

*Ivan Koloff's only WWE title win was that of the WWE Title. (Technically the WWWF)

*"The Superstar" Billy Graham (Technically the WWWF)
*Bob Backlund (Won both the WWWF and the WWF Title)

OK, having completed the list of former WWE Champions who's only WWE Title was the WWE Championship, I should give a little side note saying that the ONLY person on that list who's only wrestling championship title is the WWE Championship is Vince McMahon, everyone else has won titles in some other promotion.

Last I remember, Angle won basically every title there is to get...
WWE championship
World title (when it was still known as the WCW title on WWE tv)
IC title
US Championship (when it was still known as the WCW US Championship on WWE tv)
Euro title
WWE tag title
Hardcore Championship
King of the Ring winner
and of course, not related to pro wrestling, but he was an Olympic Gold Medalist.
And he has basically become a Grand Slam Champ by default when both rosters had their own version of the tag titles and he won them with Benoit, but even then, he had other championships under his belt and it was only a matter of time before he reached what very few others like HBK and HHH have reached.

Technically speaking, he used to be at cruiserweight weight. Right now he's 5 pounds over according to his WWE.com profile, but I remember them having 220 pounds as his weight, which is the limit.
I know he would never win the title, but he was, at one time, eligible.

Where did you get that figure from? The last I heard, although this was back in WCW, the Cruiserweight Title's weight limit was 225 lbs. I still remember Disco Inferno having to lose all that weight to compete for it in the show. (Which the WWF later did with Christian on Heat.)
