If he wasn't given too much authority and had a role similar to his in his first WWF run, it wouldn't be too bad. He would make a decent onscreen personality, maybe as the GM of Raw or something.

I'm a russo fan, WHEN he is being controlled correctly.

He was one of the reasons for the original WWE boom peroid, why not give him another shot? The product is hardly setting the world on fire right now is it?
