Get Photoshop, and use Adobe Imageready to resize GIFs

Irfanview is crap for GIFs.

I've tried using Irfanview to do it, but I can't figure out how. Also, I am not going to get photoshop.

OK, this isn't as good, but look up GIF Construction Set, it resizes, although the end image will look very grainy.

Ok I got it resized using what you said, but now it is still like 40kb too big. How do I make it smaller?

Probably has too many frames in it. :(

You can resize things, and then you can decrease the amount of colors to make it smaller. Though you can't reduce colors indefinatley cause it eventually gets screwed up.
