He isn't dead?
Yes. He died May 14th, 1998.
December 12th is his birthday (It's practically a holiday in Chicago's Little Italy/Southside).

I refuse to celebrate his 90th birthday until I get a thank you card for the gift I sent him on his 88th and 89th birthday. Some people have no manners

It makes perfect sense. Just because a person has passed, doesn't mean you can't celebrate the anniversary of that person's birth.
The catholics still celebrate the "birth" of Jesus.

Wow comparing Sinatra to jesus
Frank died when he was 82 he won’t get any older, that’s what death means, no more getting older – you can’t celebrate his 90th birthday if he died when he was 82.
Christians (not just Catholics) celebrate the birth of Christ, but they don’t say HAPPY 2005TH BIRTHDAY JESUS

I'm intrigued.
Do people that celebrate Sinatra's birthday get gifts? If so then sign me

I think it's common place to give each other horses heads on Sinatra's birthday TIOE. It's usually done first thing in the morning while you are still asleep in bed.
