Were Haku and Tama related?

I'm not postive on that. I have heard that they are, however, Afa (from the Wild Samoans) has a relationship chart up on his webpage... http://www.wildsamoan.com (Tama is Afa's nephew) and no mention of Haku is made.

I'm guessing they are not related.

I actually saw him in that gimmick live. He had a dark match against Hunter Hearst-Helmsley at the September '95 In Your House. It was supposed to be Luger/Helmsley, but Luger jumped back to WCW right before the show, so they replaced him with the rappin' cannibal.
