During Sting vs. Scott Hall from that PPV, into their match, Sting fell forward and delievered a headbutt to Hall's groin. Why wasn't he disqualified?

Answer:

It seems Sting was DQ'ed because you can't deliever such a blow into the "area" like that. Bad timing for the Stinger I guess. :-\

I don't remember if he was or not but to answer your question, it's because wrestling is a scripted "on the fly" show.. Same reason that some matches end in countouts while others don't get counted.. Same reason that some countouts are 10 and some are 20.. Same reason that if a face gets cheated out of a win, as long as he whoops ass and gets a moral victory after said match all is well..

Really no set rules in fake sports..

Because it was inadvertent. He was hit and then fell forward into the groin. It was unintentional.

I haven't seen the match, but I know Sting is well known for the inadvertant "flair flop crotch headbutt".

Also, there's been mention in just about every major fed over certain DQ manners that didn't result in disqualifications that the referees were allowed to have some discretion in matches. Usually, this was just used to cover in case the referee accidentally did catch something he wasn't supposed to, the wrestler(s) messed up or a commentator made a comment (usually about closed fists, but sometimes other stuff).

Also, on a semi-related piece... I've never seen a tag team get DQed over the similar drop toe hold into lowblow spot, either.

If not overused, it looks accidental and usually results in a good reaction from the crowd, since heels always cheat anyway (not counting exceptions to the rule like Flair & Eddie)
