Assuming the WWE doesn't release him, where do you think he should go? On RAW he has Johnny Nitro to feud with over the Intercontinental Title. That's a solid mid-card push for the guy, and it gives him a chance to get over as a pretty solid babyface on the "flagship of the WWE". Matthews also has the ECW background, but most of his fame is WWE's, so he could easily be accepted into the new ECW by old ECW fans, but still qualify for the few push slots they have available. Before leaving, Mercury was on SmackDown!, though. Do they need Mercury, or is he fine to go elsewhere?
I'd personally put Joey Mercury on RAW. The fans, even if it isn't exactly Rock/Austin, probably want to see these guys go at it. It's not like there's a better face lined up to take the IC Title, either. Carlito will be main event soon, and has already held the belt. I think they're using the belt to validate guys as singles wrestlers these days. Mercury could use such validation.

Make him Smackdown. They need all the star power they can get. They can promote a cross brand fued this way. Not so much the two of them wrestling. Just them trying to out do each other. It would be a classic old school fued. Then, when the time is right, they could unify the belts.

He'll be released, but he'd work well in ECW.
