I think it's a pretty safe bet to assume Mick Foley writes his own promos - is there anyone else on the roster that's given that kind of freedom?

First of he doesn't write them, he tends to go with the flow with some possible pointers to go by.
I'm willing to asume some of the higher ups do their own promo's such as Flair, HHH and HBK.
Vince and Shane can just do whatever they want as well

At ONS last year, no.
Unsure about his Survivor Series shoot though

I'd think Foley does write his own promos and told what not to say. There's no way the writers are creative enough to write deadly promos for Foley all the time.

The all write their own promos, they are only given general points they must cover.. most of the mannerisms and presentation is usually covered by the wrestler.
