Yes. When Weapon X tried to cure his terminal cancer it messed him up as such that in essence, his cancer IS his healing factor, so that's why he's still all scarred and shit. It also causes his cells to go into a state of permanent flux and change, meaning psychics are powerless against him.

When he was a hroseman of Apocalypse (Famine,) he could use his flames to create light that affected the brain controling hunger, causing anyone who saw his light flashes to feel like they were starving. (Mild telepathy.) He was in the Japanees Milatary when he was apart of the group Big Hero Six and the of course the cold weakness is obvious. MAYBE I GAVE YOU TOO MUCH CREDIT!

Yeah, Psionic Blades from her hands, No one else could do that shit.
Shes a telepath, but in a different way than Xavier. He used his powers to get into peoples minds, Psylocke used them to enhance her combat.

Actually, initially, she had powers similar to Xavier. In fact, she had visible psi-energy shaped like a butterfly mask that formed around her eyes or floated in front of people when she used her powers. It was only after she started wearing amror that Wolverine acquired for her from Landau, Luckman & Lake that that effect dissappeared. On top of that, her psionic knife (the combat technique you're referring to) developed only after her mind was switched with Kwannon (a ninja who had the power to psionically create swords). When Kwannon showed up at the X-Mansion in Psylocke's old body under the new name Revanche she had her original sword generating ability plus telepathy. Meanwhile, Betsy had her same telepathy plus the psychc knife. So Revanche died of the legacy virus, Psylocke gained the psychic knife, an Asian body and mad ninja skills (and thus didn't need the armor).
Yeah, and her powers develop further, but I haven't read that far yet.
