Only thing I can think of off the top of my head was Kurt Angle v HHH at Royal Rumble 2000. Wasn't the last match but it was for the WWE Championship.

Ah yes it was. RR 2000 had Angle in the opener vs Taz and HHH in the Street Fight with Cactus Jack. Thanks for correcting my error.

Yeah, but Stone Cold was the ref, so it wasn't a complete heel vs heel match, they still had someone to cheer.

I mean, technically it was a heel vs heel main event, but the fact Austin was involved in it let the crowd cheer.

wasn't survivor series 97 heel vs heel with Bret Hart vs Michaels? Or was michaels only a heel b/c they were in Canada?

They flip flopped. HBK was heel and hart was face. (Despite Hart/HBK being booked otherwise.)
