What made the WWF so popular in the 1998-99?
What was good about the WWF during the time?

Popularity really started to wane when Hunter swerved Angle in their fued in the summer of 2000.
That may sound wierd because the WWE did huge business after that, but in terms of TV ratings and fans believing in new stars being created, I see that as a turning point. Angle should have been made into a big star by taking Steph from Hunter and beating him in the ring, but instead Angle didn't get the girl, and he was burried by Hunter a month before he got the WWE title, which killed any credibility he had built up.
Beyond that, the Austin heel turn (with no suitable babyafce to fued with, again another Hunter decision) really sped up the decline of business.
The Invasion was obviously a big disappointment, and drove off any WCW fans the WWE had left.
And then from there it was just really bad TV writing that brought business down to scary low levels

Austin vs McMahon was the main driver for making the WWE popular
The WWE had good storylines at the time and fresh characters, and that was the middle of the Monday Night Wars, which forced both companies to make every QH really entertaining.
The wrestling in the WWE in 98/99 wans't all that great, but WCW had some awesome wrestling at the time.
I dont think SD hurt the quality of RAW, but it did lead to Russo leaving the company, which was probably for the better for the WWE, but bad for the business as he would end up sppeding up WCW's inability to make money.

Honestly, 1999 I felt was a slightly better year, atleast it was the year that WWF was completely able to pull me over from WCW

WWF still sounds better.
If they keep it WWE, they should change the current WWE logo and go to the Word Life W logo and revolve the company around Cena like it did with Stone Cold.

Vince McMahon vs. Steve Austin made for the most imporant and core angle of the company. It was appealing to everyone who has a problem with their boss because we have a guy who does whatever he wants kick his boss' ass...Also The Rock was becomming huge around this time as a result of some VERY entertaining mic work.
What was good about the WWF during the time?
Kind fo answered that in the question above.
What was bad about it?
Alot of title changes and not to mention some inconsistancies(sp?) with story lines.
Why did the poularity of the WWf wane?
Well for one, Steve Austin turned heel and hugged the very man who everyone hated. Also The Rock left to make movies, Triple H began what would be one of the longest dominate reigns in history which still last through to today. The fact that the entire Alliance vs. WWF was one sided made for boring and turn offable TV. Also bringing back Hogan, Nash, and Hall was a VERY bad move which brought a handful of old viewers back only to remind them why they stopped watching Hogan in the early 90's.
When did the popularity of the WWF start to wane?
I will go on record and say that from the day after WrestleMania X-Seven it was all down hill.
How was the wrestling in that era?
Decent, not great, but entertaining. You of course get exceptions (No Mercy Ladder Match, TLC, Austin/Rock, etc.) but overall it was not as great in the ring as it is today.
Did the debut of Smackdown affect the quality of Raw in 1999?
No. If anything I think it helped make storylines more interesting. Instead of waiting a week for your wrestling update, all you need to do is wait 3 or 4 days.

To stay on topic, the Attitude Era was so popular because it was fresh and it thrived on competiton to stay at the top so all we got was nothing but the best.
