Actually, Bulldog was also supposed to be the 3rd man, as was Bret Hart, Ultimate Warrior, Sean Waltman and Roddy Piper.

Hogan was kind of a last resort when they couldn't secure a "WWF" guy, so Hogan (opportunist that he is) jumped on the Outsider bandwagon. A lucky accident, so to speak.

Well Bulldog was in contract negotiations for several months with WWE in mid '96. He was going to be the 3rd man, but ended up signing a short term contract extention with WWE in order to finish up his program with Shawn Michaels. When that expired, WCW pursued him once again to join the nWo as the fourth man, but he ended up staying with WWF.
