The current story line with the New Breed has not been paced the way it was laid out by writers Dave Lagana and Dusty Rhodes. The eventual CM Punk turn on Elijah Burke was going to be teased for awhile before actually happening.

I don't know why, but it kind of feels like they are setting up for a war between two New Breed factions. One a face entity, led by CM Punk, the other comprised of heels, operating under Elijah Burke.

Kevin Thorn and Ariel will likely join Punk's little outfit, and although Striker has teased leaving, I think he will remain heel with Marcus Cor Von and Elijah Burke. Add The Major Brothers to Punk's stable, and either bring back Mike Knox, or have a new guy join Burke's stable. Maybe even Paul Burchill?

If they were also planning on bringing Paul Heyman back, it would make sense that he would want a stable of new wrestlers on his side (as his character was trying to breath new life into ECW last we saw him). It'd be great to see Elijah Burke, Marcus Cor Von, Matt Striker, Paul Burchill and Umaga/Mike Knox/Hardcore Holly/whoever vs. CM Punk, Kevin Thorn, Bobby Lashley, Brett Major and Brian Major with Paul Heyman stuck in the middle, trying to decide which guys have the best upside.

I don't think he's coming back. If he did, that would probably be the most logical way to do it. Sure, he could side with the Originals, but that would completely ignore his stint as ECW's Representative (or whatever the fuck they called him) when he had Doug Basham and Danny Hollie/Derrick Neikirk by his side. I guess they could argue he just had a change of heart, though.
