After reading Mick Foley's The Hardcore Diaries I can't take Foley seriously as a booker. It's one thing for Ric Flair to be 60 years old and still in the ring because he has a lot of class and hasn't aimed for the main event, but Foley wanting to push Terry to a main event role with a storyline dealing with Vince.... yea.... sure..... The fans outside of Texas will buy Terry Funk as a legit threat.....

it was a main event role for One Night Stand. It was just a substoryline to prepare him as a legit threat to Edge. Nothing more. Good to see you got the point...Especially since Foley got half of his way and it worked out well, and Vince admitted to being wrong.

Heyman, Bisch, Russo. Just them. Too many people, too many different opinions = lots of bickering and nothing getting done.

And Heyman and Bischoff hold veto power over Russo and any retarded elctrified cages on a pole matches he might come up with.

Vince McMahon: Man with the Final Say, so Lead Booker By Default
Paul Heyman: Second in Command, Have him focus on the Main Direction of The Company and the Main Event.
Jim Cornette: Have him focus on the Midcard (IC-Title level stuff).
Michael Hayes: Have him focus on Tag Team Wrestling.
Eric Bischoff: Have him focus on Cruiserweights.

Heyman did worked shoots because it was an audience that it applied to and would work for, and clearly it did because of the impact he had. He never used them in a position where they wouldn't be effective because he has his finger on the pulse. Russo on the other hand is a goof, doesn't understand why things work, and just writes shit

Whoever was the final booker for WCW while Scott Steiner was their World Champion. Everything had begun to click at around that time. Also Michael Hayes since SmackDown has been putting a nice streak of great shows since WrestleMania.
