This is basically how I would do it... Post your ideas...
I would have each brand getting five lottery picks in the draft...
For RAW, they would pick out of a bin of ECW and SD superstars...
For SD, they would pick out of a bin of ECW and RAW superstars...
For ECW, they would pick out of a bin of RAW and SD superstars...
Each brand would have to give up five superstars to gain five...
Here is my mock draft if that is what you want to call it:
RAW DRAFTS:
Mr. Kennedy (from SMACKDOWN!) - could become a huge face
Chris Benoit (from SMACKDOWN!) - needs new opponents to get pushed
Mark Henry (from SMACKDOWN!) - new opponent for Cena
Marcus Cor Von (from ECW) - can break out as a singles star and get a big push
Trinity or basically any diva that might be a fit in the Women's division (from ECW)
SMACKDOWN! DRAFTS:
Shawn Michaels (from RAW) - the huge main eventer they need in the long run
Jeff Hardy (from RAW) - reunite with his brother and shake up the midcard scene
Rob Van Dam (from (ECW) - help while he's around due to the injuries
Matt Striker (from ECW) - could get some kind of push, although I never liked him
Mike Knox (from ECW) - needs something new to get going, could get a push
ECW DRAFTS:
Rey Mysterio (from SMACKDOWN!) - could give them a much needed superstar
Funaki (from SMACKDOWN) - could be like the new Tajiri of ECW
Umaga (from RAW) - another main eventer to give the brand some credibility
Super Crazy (from RAW) - original plus matches with Guido, Funaki could be great
Viscera (from RAW) - needs something new, ECW might be that something
This leaves the brands consisting of these "upper-card" superstars (I know some of them have been buried constantly, but these are still the guys that can at least qualify as legit singles midcard/main event guys):

That's pretty biased to Raw. Giving Smackdown someone who's injured for the whole year, and RVD who might be leaving soon. And then you take away Kennedy/Benoit, two of the few things that make Smackdown watchable.

Badmouthing/saying you won't go is a sure tale sign they're at least thinking about it, and in no way a guarantee that they can't MAKE you go.

Anyway, one change I can definitely see is swapping Deuce and Domino to Raw (fits the gimmicky-ness of the teams on Raw), and sending the Raw tag champs (whoever they might be) to Smackdown</font>

I'm pretty sure that the draft is going to be how the WWE re-establishes its brands. They had to move guys around because of injuries, which is why this is happening in the first place. Once this is done, guys won't have to move as much. However, I'm not sure if they'll be able to keep things in their pants with keeping Bobby Lashley stationary.
I think they should have the authority figures make ten picks each. Champions are drafted with their belts, Tag Team Champions can be drafted together, and wrestlers can be drafted with their manager. After that, each brand has its talent's names put in a tumbler, and each opposing brand's authority figure takes out five names from the tumbler. For example, RAW's authority figure, Jonathan Coachman, would draw five names from ECW, and five names from SmackDown!.
As for who the authority figures would be? Jonathan Coachman would represent RAW, Theodore Long and Vickie Guerrero would represent SmackDown!, and Mick Foley makes a special appearance as ECW's representative. The order of drafting goes RAW, SmackDown! and then ECW, in the order of brand establishment under the WWE banner. After the initial roster draft, two smaller drafts will be held: a broadcasting team draft, and a referee draft. These will consist of the parties drafting via deliberate selection of available parties, until all the positions are locked.
Jonathan Coachman's first pick is obvious: he chooses the man holding the richest prize in the industry, and a man that has headlined the past two WrestleManias, and been involved in title matches at the last four. That man being the WWE Champion, John Cena. Theodore Long makes a controversial signing, and chooses to bring over the ECW World Champion to SmackDown!. His reasoning is that not only is Bobby Lashley a big star these days, but the ECW Title has a rich lineage, which can be traced back to the early/mid-nineties, and is a direct descendant (arguably) of the NWA World Heavyweight Title. This leaves Mick Foley to pick a man he greatly respects, his honourary co-Hardcore Champion, and the man holding the young World Heavyweight Championship...Edge! The ECW World Title would of course get renamed. The "SmackDown! World Championship" isn't too catchy, so I'm thinking of something completely different. It's not much better, but maybe something like the "WWE Universal Heavyweight Wrestling Championship." Of course, a new belt for Bobby Lashley would follow. Michael Hayes would just have to deal with Bobby Lashley being a top guy now.
Jonathan Coachman next drafts over a foreign talent...former two-time World Heavyweight Champion, Batista. Theodore Long does not react well to this, so he takes one of RAW's top guys, and another former World Heavyweight Champion, and a fellow former member of Evolution, Randy Orton. Mick Foley has a hard time with his next pick, but he decides to be a little sneaky, and he reminds us that Tag Team Champions are drafted together. He isn't going to take Lance Cade, Trevor Murdoch, Deuce or Domino, however. He is going to crown new ECW Tag Team Champions right now and draft them! His new ECW Tag Team Champions are none other than Matt and Jeff Hardy! He then presents Matt and Jeff with belts his kid made for them out of cardboard, and he promises them real belts soon. Matt is a little upset about being drafted, but Mick Foley says that he plans on giving Matt Hardy a World Heavyweight Title shot against the man he despises more than any other, "The Rated-R Superstar" Edge!
So in the second round of drafting, we have the brands established as this:

Jonathan Coachman tries to one-up Foley by drafting D-Generation X together, but quickly announcing plans to create new WWE Super Tag Team Champions, or something equally as ridiculous, which brings in Vince McMahon, who informs Coachman that he can't just do that. The ECW Tag Team Championship has a rich legacy, and Foley is perfectly right to bring them back. He asks Coachman if he has any respect for the legacy of a Championship. This is just to further tease Vengeance being the Night of Champions. Vince tells Coachman that he can only choose one man for RAW, Shawn Michaels or Triple H, and Vince will flip a coin for Coachman to make the decision easier. Heads is Triple H, tails is Shawn Michaels. Coach tries to object to Vince's wackiness, but Vince flips and announces that Shawn Michaels will be RAW's next pick. Theodore Long has a little chuckle at Jonathan Coachman and RAW's expense, and he announces his next pick was made so much easier. Coming to SmackDown! after his injury will be none other than Triple H! He probably won't end up there, of course, but with Randy Orton on the roster, and rumours flying that Triple H will feud with him, something like this could get people buzzing about the blue brand, which is what I think the point of this is. Mick Foley's third pick also goes into the WWE's inactive list. He selects a man that wants Edge just as badly as Matt Hardy does. He chooses the man who threw him off the Hell in a Cell in that legendary moment. Coming to ECW will be none other than The Undertaker.
RAW gets to make its fourth draft pick, and Coach takes no chances, and ensues that RAW has a set of tag team belts. Lance Cade and Trevor Murdoch look happy, but Jonathan Coachman surprises everyone by announcing that he does care about title history, and he has noticed that the WWE Tag Team Championship were recently held by Paul London & Brian Kendrick for almost a whole year, and the current Champions, Deuce and Domino, dethroned that soon-to-be legendary title reign. Jonathan Coachman makes the somewhat shocking #4 pick of Deuce and Domino. The WWE Tag Team Champions come out with their manager, Cherry, and Coachman spends extra time on her than he actually does the Champions, and JR wonders what the real reason Coachman picking the WWE Tag Team Champions was. Theodore Long replies in the only way he really can, and that is by drafting Lance Cade and Trevor Murdoch to the SmackDown! roster. Mick Foley makes the point that he is a step ahead in the drafting now, and he too is going to draft a Champion. He says he has been very impressed by this man, who remains one of only three men to ever pin the Samoan Bulldozer. He hopes that he finds great success on ECW as its Intercontinental Champion. He is of course refering to Santino Marella. So the drafting now stands at:

With the loss of Intercontinental Champion, Santino Marella, Jonathan Coachman finds it important to secure a secondary Champion for the RAW roster. He drafts Montel Vontavious Porter to the RAW roster, who will of course bring with him the WWE United States Championship. MVP comes out and he hates to be a nuisance, because he likes the Executive Assistant, he really does, but MVP's agent arranged this as part of his deal when he became the highest paid athlete in sports entertainment history. If in the event of a draft, MVP will not be compulsory assigned, but rather relegates to free agent status, and therefore gets to go to the brand of his choice. Coachman throws a hissy fit as he makes another confuddlement in the draft. MVP said that he could very well come over to RAW...if the money is right. Jonathan Coachman says that MVP could get paid even more than he's on now, but Coach wants to see him prove he's worth the money. Coachman asks MVP if he would be willing to compete on RAW tonight. MVP says of course he will compete for The Coach. The Executive Assistant says that is good, because now that he has his word, MVP will be defending the United States Championship tonight. RAW just wants the United States Championship, it doesn't matter who comes with it. MVP will be defending the United States Championship against an opponent of Jonathan Coachman's choosing later tonight.
Coach realises he still has a real pick to go, and he reasons that if he can't get one Champion, he will just as happily go for another. He decides to draft Johnny Nitro, who still has Melina attached to him as a manager, hence securing the WWE Women's Championship for RAW. Theodore Long makes his next pick, and snatches up the last eligible Champion of the draft, Chavo Guerrero, who is none too happy about being the last Champion assigned to a brand. Vickie apologies to Chavo, and tells him that she was trying to get him picked ever since #2 (to which Chavo isn't too happy about hearing, either, believing he should have been #1). Vickie offers to make it better by making a Champion and Champion vs. Champion and Champion match later on tonight: Bobby Lashley and Chavo Guerrero will team up to face the ECW team of Edge and Santino Marella. Bobby Lashley and Chavo Guerrero pick up the win in this match, when Matt Hardy gets involved and takes out Edge, which allows the ECW World Champion to pin the World Heavyweight Champion, placing emphasis on Theodore Long making the right choice in Bobby Lashley. Mick Foley makes his next pick, an ECW Original, and a man rumoured to not be returning. He's not sure of that rumour, but he wants to ensure he has this man on his roster just for merchandising and security reasons. His next pick is former ECW World Champion and WWE Champion, Rob Van Dam. This could turn out to be a dud pick if RVD chooses to not re-sign with the WWE, but I think it would be nice to include him now, rather than writing him off, as storyline-wise, he is still involved with the WWE.
Jonathan Coachman's next pick makes sure that RAW has one of the fastest rising giants in the business, and a man who has been nigh unstoppable recently. That man is "The World's Strongest Man" Mark Henry. He books Mark Henry vs. Chris Masters in a Masterlock Challenge for that evening, and he points out that only one man, that being Bobby Lashley, has ever broken The Masterlock without assistance. He intends for Mark Henry to be the second. Theodore Long's next pick chooses to follow Mick Foley's last move, and to assure SmackDown! keeps one of its top talents. Long drafts Chris Benoit to the SmackDown! roster. Mick Foley continues to draft ECW talent, as to not alienate fans of the current ECW product. He says that his mind is going a mile-a-minute, but he has decided to keep Elijah Burke on ECW, as he is a young man with a lot of upside. CM Punk seems a little disappointed that he was not chosen by Foley, and goes as far as to challenge Elijah Burke to a match on RAW, to prove to Foley that he made the wrong choice. Foley informs Punk that he fully intends for him to be on ECW, and he will trade even if someone else drafts him. Punk then asks Mick Foley "What if I don't want to come back?"
So with six picks apiece, we now have the following rosters confirmed:

The next draft pick for RAW sees Coachman threatened by his draftee into selecting him. As Coachman brags about Foley making the mistake of bringing attention to CM Punk, Kane's theme hits, and he comes out and grabs Coach by the throat, and demands to be brought back to RAW so he can get revenge on Mark Henry. Coachman agrees without too much hesistation. Kane laughs and walks off. Theodore Long's next pick is to snatch up CM Punk, which Foley regrets badly. He says it's OK, though, because he is going to take one of SmackDown!'s up-and-coming stars, and a man who surely wants a piece of Edge...Mr. Kennedy! Coach's next pick is an odd one, but he reasons that he needs to make sure RAW has contenders in its divisions. He chooses to retain former three-time Women's Champion, Mickie James. He even goes as far as to give Mickie a guaranteed title shot on RAW next week. With SmackDown! losing Mr. Kennedy, Theodore Long's next pick is akin to Chris Benoit's drafting, with the theology of keeping the SmackDown! talent on SmackDown!. Teddy announces that Finlay will remain on Friday Nights. The next draft pick for ECW is to keep Marcus Cor Von on ECW. Matt Striker is a little upset that he is the lowest on the New Breed scale, and he tells Foley that if he ends up on ECW, he wants a chance to prove himself.
Jonathan Coachman makes his second-to-last pick the Samoan Bulldozer, and the man who John Cena owes his second pinfall victory over The Great Khali to, Umaga. He also announces that Umaga will be the one who will try to win the United States Championship over to RAW. Vickie Guerrero makes the revelation that she will offer MVP even more money than he is on now to remain on SmackDown!. MVP agrees, and if he retains the United States Title against Umaga, the United States Title will remain on SmackDown!. That is what happens, as Bobby Lashley helps MVP retain the title, giving his brand another much needed boost. As for SmackDown!'s actually #9 pick, they choose to pick up a contender for the cruiserweight division. Their pick is controversial, but with three singles victories over the Cruiserweight Champion, they decide it is the right thing to do. SmackDown!'s #9 pick is to keep their resident redneck, Jimmy Wang Yang. Mick Foley's #9 is to take a cruiserweight of his own. He has proven to be quite the successful singles competition, and although he does not agree with his treatment of women, he decides that Carito is too big a name to be not end up on ECW.
We are on to the last picks, and Jonathan Coachman is a little upset that he missed out on Carlito, as he reveals he was his intended #10 pick. He decides that with his last pick, he will snatch up the 2006 King of the Ring, and a former six-time World Champion, King Booker. Along with him comes his wife Queen Sharmell. Theodore Long's final pick is to secure Rey Mysterio to the SmackDown! roster. Mick Foley says that he might not personally like this man, and he may be past his prime, but that he has not been drafted yet is disgusting. Foley closes out the draft by confirming Ric Flair for the ECW roster.
So we close the deliberate portion of the draft with the following base rosters:

I've done some digging, and five names from each brand is just too much. So for the random selection process, each authority figure can make three picks from each opposing brand's pre-draft roster. The huge difference in this stage of the draft, is that tag teams are drafted together.
Jonathan Coachman steps up first, and the three names he draws from SmackDown! are Jillian Hall, The Boogeyman and Michelle McCool, which works somewhat in RAW's favour, as it has a confirmed four female competitors for its women's division. From ECW he manages to pick out the tag team of Brett and Brian Major; the duo of Little Guido Maritato and Trinity; and finally, perhaps his biggest coup, the up-and-coming monster, Snitsky.
Next comes Theodore Long and Vickie Guerrero, with Long drawing the names from RAW, and Vickie drawing the names from ECW. Long manages to pick out Chuck Palumbo, Val Venis and The Highlanders. Vickie follows that up by drawing out Hardcore Holly, Stevie Richards and 2006 WWE Diva Search Winner, Layla El.
Finally we get to Mick Foley, who picks out five names from RAW first. He draws out Chris Masters, Maria and the interesting pick of Johnny Jeter, Mike Mondo and Nick Nemeth. The Spirit Squad were never technically released by the WWE, and even though they have been absent, the Board of Directors still recognises them as a RAW unit. Foley's picks from SmackDown! are: Paul Burchill (another surprise pick), Gregory Helms and Maryse Oulette.

<font color=goldenrod>OK, so here it is. I like Alienoid’s idea of combining elements of the previous drafts. It more than likely won’t happen (because on WWE.com they mention the possibility that all three champions could land on the same show). But you never know.
To start the show, we see all the locker rooms, with guys wearing their respective brands’ shirts. We kick it off to the ring, where they have the red carpet in the ring. A tumbler is in the ring, with three envelopes. Shane comes out (cause Vince is still acting weird from the previous week), followed by Coachman, Long, and whoever the hell is gonna be drafting for ECW (maybe have Heyman return on this night as a representative? Terry Funk? Mick Foley? I dunno). The three champions (Cena, Edge, and Lashley) come out as well.
Shane explains the rules, EVERYONE is eligible for draft, and the champions keep their titles even if drafted. There will be 7 rounds of drafting by the GMs (where they themselves select the picks), and then after there will be three lottery picks in which the GMs pull from a barrel containing the names of all the talent from the other two brands. Inside the tumbler are three envelopes, each containing a logo. This will determine draft order (and basically where the champions go as they are the obvious top 3 picks).
Shane pulls from the tumbler (which is never zoomed in on so you can’t tell that the envelopes probably are marked or bent so Shane’ll know which is which), and it is determined that Raw picks first, Smackdown second, and ECW third. Coachman ponders the decision, and decides that, as much as he may not like him, there is a score that needs to be settled with John Cena, and so he is Raw’s first pick. Long then takes Bobby Lashley, stating that it’s good to get back a guy he wishes he never lost. The ECW rep then takes Edge third (who is pissed that he fell to #3). Not sure what to do about the fact that the ECW title is on Smackdown, though.
Anyways, at various points during the night, picks continue to be announced (from either the podium on stage or backstage). Coachman, desperate to get Cena to lose the belt, drafts Batista to Raw at #2. Long decides to take Umaga with his #2 pick, while ECW makes a major splash by drafting Randy Orton, setting up a possible Rated RKO matchup.
Backstage, we see Cade, Murdoch, Deuce, and Domino backstage talking to Vince. They desperately try to get Vince to allow the champions to stay together during the draft. Vince then sets up a 4 vs. 2 Handicap Match: Cade, Murdoch, Deuce, and Domino vs. Cena and Lashley. Vince gives them one simple instruction: beat them down, and you can stay together.
The match goes down, and, not surprisingly, Cena/Lashley overcome the odds. However, a huge beatdown occurs afterwards, with chairs, steel steps, the tag belts, all that good stuff. As such, Vince announces that both sets of tag champs can stay together.
This sets off a huge section of picks, Coach announces that his #3 pick is the team of Lance Cade and Trevor Murdoch. Long then retains his champs, drafting Deuce and Domino. ECW decides to add some gold, drafting Intercontinental Champion Santino Marella. Coach takes MVP at #4, while Long takes Chavo. ECW decides to take an ECW Original, Chris Benoit, with his #4 pick.
Just gonna rattle off some more picks here: 5th round: Women’s champ Melina returns to Raw, Henry returns to Smackdown, The Great Khali goes to ECW. 6th round: CM Punk to Raw, Carlito to Smackdown, Elijah Burke returns to ECW. Before the 7th round occurs, there’s a battle royal or something involving a bunch of undrafted talent. Snitsky ends up winning the match, and an impressed Coach selects him with his #7 pick as a result.
Carlito, meanwhile, already has managed to piss off his new boss, and so Teddy decides to spite him by drafting Ric Flair. However, it would be the last draft pick he’d make. The ECW rep realizes it needs a full-time authority figure and that EVERYONE is eligible, and so it takes Teddy Long with the #7 pick, leaving Vickie Guerrero as the new Smackdown GM.
Chris Masters challenges Santino Marella to one more match for the title before Santino goes off to ECW. Masters ends up pulling off a victory this time, so Masters is the new Intecontinental Champion and ECW is without a title. Marella can be used in a team with Little Guido or something, because ECW seems to be trying to build a tag division.
Here’s the lottery in a nutshell:
-Raw gets: Jillian Hall, Marcus Cor Von, William Regal
-Smackdown gets: Jeff Hardy, Kevin Thorn, Chris Masters (IC Title moves to Smackdown, Hardyz feud with DnD)
-ECW gets: Finlay, Daivari, Eugene (once again to be with Khali. As long as he wrestles. Eugene could possibly turn heel and join the New Breed, maybe have him rant about how he’s pissed that people are calling him the “Mr. Irrelevant” of the draft.)
There will also be a trade window after the draft, so more changes can be made as the writers see fit. The only trade I can think off off-hand would be ECW GM Teddy trading one of (or all) of the Extreme Expose to Smackdown to get Kristal with him. I also see Heyman coming back and managing the New Breed.
I’m omitting DX, Rey Mysterio, Undertaker, and Rob Van Dam from this draft. I assume they just outright won’t mention them during the show. Hopefully, the night will end like the first draft lottery: with a huge clusterfuck brawl involving everyone looking like an episode of Wild and Crazy Kids.

There hasn't been any real exclusivity with the brands for a while so a draft seems pretty meh. If they can keep up atleast a semblance of sovereignty this time maybe I'll give a damn about WWE Draft 20xx, which I'm certain will be a PPV.

On Raw:
Cena, Edge, and Lashley will all be on Raw until they're titles are unified at Vengeance. Then the winner goes to Raw, but defends the new Unified Championship to people of any brand. So this is how the rosters line up...

Personally, I'd love to see London & Kendrick moved to RAW. A feud between them and Lance Cade & Trevor Murdoch over the World Tag Team Championship would be a lot of fun. Maybe have them traded for The Highlanders? I think the McAllisters would be able to have some great matches with Regal & Taylor.

Oh, and Jillian Hall needs to end up in the women's division, so a move to RAW would probably be logical. I'd love to see Guido and Trinity move to RAW (probably in some kind of trade), and have Guido and Santino Marella form another FBI tag team, while Trinity adds another face with wrestling skills to the women's division.
