Randy is Stan's dad. Dunno his parts are usual minor but his delivery for every line is pretty much spot on. Also, the episode where he's on Wheel of Fortune and says NIGGERS!!! on TV is hilarious.

Some of the best parts of the last few seasons have been Stan's dad being retarded and being all serious about it.

The best part about him is one episode he can be the most ridiculous person ever and then in another he's actually quite normal and sounds bored and reacts fairly normally towards all the other insane shit that happens to be going on that day.

Watch the little league baseball episode, the WoW episode, the mary statue, the nigger guy episode, pretty much anything that heavily involves him and he's the second best character on the show behind Cartman. Followed by Butters and Mr(s). Garrison.
