I think it was before his first blood match with Austin, and he said something like "If I don't win, I will set myself on fire"

Good guess, but it was a short time after that.

Clues:

Happened after Chyna (Corporation) betrayed him and he then formed a tag-team with X-Pac eventually winning the titles against Owen and JJ (1999).

Obviously then he was a face at the time.

Like his unassisted first two words (suck it) this was also two words and was directed at the crowd. May seem insignificant, but I'll never forget the reaction from the crowd - one of the biggest pops I have ever heard - and subsequently (as the title suggests) something "I still remember..."

Wow a lot of people have not mentioned some of my top moments

Easily some of the best are:

Austin coming back during Foley's first title win against the Rock on RAW. As Heyman will agree with me, that was easily one, if not the, LARGEST face pop ever. I mean I remember sitting there watching Billy Gunn tackle Shamrock, and then Austin's music hit and me and my friends just went nuts. It was prolly my biggest markout moment.

Anything that had to do with the battles between the Corporation, The Undertaker's Ministry of Darkness, The Corporate Ministry and the chaos that ensued.
- I've been watching a lot of old videos on daily motion about episodes of Raw. Like the guy that uploads them has actually put full episodes of RAW on there. It's really great actually. Anyways, the whole battle between them is immense. It was so hard to be against either group. The Corporation was led by Vince and Shane, but when Taker's ministry of Darkness formed, it was crazy. Now I know when they formed the Corporate Ministry it was on SD, but the fact remained that this group was very dominant on RAW. Then Taker and Shawn began to leak information about someone more powerful than even the Undertaker. Which leads me to my next moment.

The Greater Power
- After The Undertaker kidnapped Stephanie, there were so many references to this greater power. Back then the internet was not as popular, and I did not know many wrestling websites, especially the ones that posted news and rumors. Well the thing about this was they played it off like it was Shane. For many weeks they did. Finally on one episode of RAW, they brought out "The Greater Power". Everyone thought it was Shane when "TGP" held the Microphone up to his face which was covered and you heard Shane's voice. But Shane appeared on the ramp of the titan tron. He would then come down to the ring, get in it, and demand that Vince come to the ring. Vince would appear on the titan tron and tell Shane he is perfectly fine in the back watching who TGP was. They finally reveal who it is under the robe, and it is Vince Mcmahon himself. For 5-7 minutes, he speels about how we all bought it. How even his family bought it. Then comes the next memory.

Linda Mcmahon resigns as CEO and names her Successor
Just minutes after Vince was revealed to be the Greater Power, Linda and Stephanie come out and tell Vince that Linda has stepped down as CEO. She claims though that she hand picked her successor. They tell Vince letme introduce you to my handpicked choice....Wait about 10 seconds, glass breaks, crowd goes apeshit.

There are a lot more memories, and the only reason I described some of the moments is for people who do not remember those moments, or did not watch wrestling during that time.

Austin's first day on the job as CEO

All I remember from this episode of RAW was Austin going around Titan Towers all day, and just storyline acting as the CEO. But that is not where my memory comes from. At the beginning of the show they show Austin talking to a secretary telling her how to answer the phones. She then answers the phone the way he wants them to. Austin then enters an elevator. After that they come back to the arena and The Corporate Ministry's music hits and I just remember how loud the booing was. I mean that crowd was HOT.
