No Enemies as partners isn't a gimmick match. Nor is Dressing up like your opponent.

I personally want to see the WWE do a version of Lethal Lottery. Fuck, do it on a PPV. Have every title defended, with every challenger chosen at random, with anyone from any brand being a possible selection for any match.
Then go fucking crazy with that shit. Have mismatched tag team partners, Ric Flair facing someone at random (I mean, let's say his storyline is still going), and some odd picks for challengers for the World Titles. CM Punk can defend against Shawn Michaels, which would be a good show for him. Edge could defend against The Undertaker, who obviously uses his demon powers to manipulate the circumstances so he can get his title shot, finally. Randy Orton can defend against...Funaki. Orton toys around with 'Naki, who puts up a fight from time-to-time, but is clearly out-classed. Then John Cena costs Randy Orton the win and the WWE Title to Funaki.
Yeah, it'd be like a car crash, but I'd mark out.

So, a tag team match counts as a gimmick match? They do tag matches with awkward partners constantly, probably at least every month. Though I'll admit that the wig match was out of the ordinary, it was probably the worst idea of the night.
If it involves awkward partners? Yeah, it's technically a gimmick.
I wouldn't call a straight-up tag match a gimmick match only because it's close to being as common as a singles match, but technically it is.

You know, the idea of a roll of the dice/roulette type PPV honestly isn't that bad. It's no worse than the idea of cyber sunday. It wouldn't ACTUALLY be a roll of the dice, rather just random yet reasonable matchups decided on by creative, announced during the show. As long as they make sense from a booking standpoint, while still being unusual and spontaneous in kayfabe...like CM Punk vs Shawn Michaels it would be excellent.
The problem is, you lost me with Funaki. It would not and should not go that far in terms of randomness, because that's just flat out ridiculous and wouldn't be worth a damn to them.
HBK or HHH vs Punk
Jeff Hardy vs Rey Mysterio in a TLC or something
Matt Hardy vs Cena or Orton
just random shit like that. It'd give the roster a feel of unity really. It'd of course all be booked properly. I'm not expecting Punk or MVP or guys like that to go over in their first matches with the big stars, but you could make them hang for a while or book creative finishes.
For instance, picture champion Orton drawing ladder match against Matt Hardy or Shelton Benjamin. Obviously he'd go over, but it'd be great to see the look on his face and see them give him a bit of a challenge. It'd work out great for everybody.
