I know, short answer, no chance in hell. But seeing how RAW and Smackdown have really not taken the opportunity to utilize their talent, I thought I'd post my idea of the best people to put forward for the ECW title. The picks off the top of my head would be:
Elijah Burke
CM Punk
John Morrison
Tommy Dreamer
Shelton Benjamin
Kofi Kingston
I think that would be the best bet (Actually- that might be 99% of the male roster). I might even go as far to say it could be as good as RAWs, if Chavo was replacing the new guy, Kofi.

I would rather watch that Elimination Chamber over the Smackdown one... That line up in there is golden except for the fact I havnt watched ECW in forever so I dont know who Kofi Kingston is.

That's quite a good lineup of ECW wrestlers for an elimination chamber match. However I would choose Kane over Kofi Kingston (yes, I know Kane is part of Smackdown, but Big Daddy V is in the Smackdown elimination chamber match).
Reality is that I don't think WWE would want to have another ECW Elimination Chamber match again after what happened at December to Dismember.

Yeah, that actually would be a pretty ok/good match, too bad it's the only one that won't happen. I'm trying to think of someone to sub in for Kingston though, maybe Kane thanks to the talent sharing thing.

they actually would replace kofi with the miz since at this point there is no way they are putting in morrison and not miz.

As for your suggestion for the ECWEC - yeah good idea, but I'd also replace Kofi with the Miz, but I don't see this match ever eventuating.

Don't assume anything jobber.
Two EC's is borderline pushing it; Three would be complete overkill.
Now, a special Elimination Chamber on ECW or Smackdown in the weeks leading up to Mania would be incredible. Might even draw some substantial ratings for ECW.

3 EC Matches on one show would definatly be overkill, but I would take that ECW Chamber over the Smackdown one in a heartbeat. I'll almost go as far to say that it could even rival the Raw one.

As much as I would enjoy it, I'm sure ECW not a high enough priority to garner an Elimination Chamber right now. Who is this Kofi Kingston fellow?

I think an ECW Chamber on Sci-Fi one night leading up to NWO could be great. Let the match run the whole hour, and give everybody a chance to shine. And I also agree that Kofi Kingston should be replaced with Miz. Kofi is just too new to pull his weight in a match like that.

I'd rather watch the entirety of two girls one cup than live in a world where the Miz has been in an Elimination Chamber. That said I like the one-hour match idea, maybe not an EC specifically, despite how small a chance of existance it has.

Neither is Miz being in an Elimination Chamber, it'd just be disgusting, and I wouldn't be able to stop thinking about it for a week. It's a logical comparison.

They might as well do an ECW Elimination Chamber sometime. Two is overkilling the match, it's done, it's dead. You might as well make it three and get the absolute most you can out of the show.
Kofi Kingston should not yet be in the match. He's too new to the WWE to pull off the Chamber at this stage. Replace him with The Miz. John Morrison & The Miz's story as a tag team is that they get along when they are on the same time, but are rivals when put in singles competition. It would be interesting to see them in a match like this. The Miz has also improved dramatically in the ring.
Tommy Dreamer being in the match is the right move. Dreamer is a former ECW Champion, and he can get his ass kicked well. A good inclusion. Shelton Benjamin and Kane have their little rivalry going on, and with Big Daddy V in the SmackDown! Chamber, Kane being in the ECW Chamber is fair.
Now, this unfortunately leaves Elijah Burke out of the match. I love Elijah, I really do, but he's lost a lot of momentum recently. I think it would make sense for him to be left out. CM Punk vs. Tommy Dreamer vs. John Morrison vs. The Miz vs. Kane vs. Shelton Benjamin. There's your ECW Chamber.
John Morrison and The Miz start, and they don't know what to do. They wrestle for a bit, but then Kane enters and destroys them both. Tommy Dreamer is #4, and he goes right after Kane in the spirit of competition. This, however, allows Morrison and Miz to regroup, and they take out Dreamer with a sweet double team, eliminating him first. CM Punk enters, and he evens the odds against The Miz and Morrison (Dreamer taking them out with DDTs on the way out doesn't help, either). Punk manages to eliminate The Miz with a GTS. Kane eliminates Morrison with a Chokeslam. Shelton Benjamin enters the match last, to join Punk and Kane as possible winners. Benjamin does some whack shit, as does Punk. Eventually Benjamin counters a Chokeslam into a roll-up to eliminate him. It's down to Punk vs. Benjamin. The two work their shit, and Punk eventually counters a Leaping Flatliner into a GTS for the pin.

The spot would actually be pretty simple, I think. Shelton jumps in the air, but Punk catches him in the fireman's carry position and then nails the GTS.
