His films are funded in a somewhat weird way which basically lets his investors escape a load of tax, which is probably why he's able to get the money to keep on making them.
And I'm sure the people who own the rights to video games aren't going to object to selling the movie rights for a few quid, regardless of who's attached to direct. All about the cash.

Germany has a nice, fat tax shelter setup to try and encourage its citizens to invest in film production. They changed the law in 2006 to stop people from abusing it for tax purposes, but there's no indication that Uwe Boll--who cuts corners and is dirty with this law, but is not technically stepping outside its boundaries--is getting fucked with by this. In other words, he can churn out utter shit day in and day out with little to no financial repercussions. Germany has his back if he can't afford the process. He's "successful" in the sense that someone with rich parents or someone that always comes out even when they gamble is successful.
His movies rarely scratch into a percentage of the original budget. He's "successful" because he lives in Germany, and thus can't technically fail.
