Not sure what's up with the I's, but in the WWF, I'd say top five in no order...

Randy Savage
Rick Rude
Ted Dibease
Jake Roberts
Bobby Heenan

As for WCW, I'd have to think a little more, but Hogan for sure. I don't think the nWo were really all that effective as heels, seeing as to how people cheered the shit out of them.

For WCW, Hogan. For WWF they were scattered around. Ministry Taker was a good heel and then there was Rocky sucks leading towards the Nation of Domination. You've also got Triple H becoming the Cerebral Assassin later and then Bret Hart with the anti-America stuff.

Surely Vince mcmahon is up there on the WWE one, i know he's not technically a wrestler, but when he was fuding with austin he was a massive heel!!

But id say:
WWE: Triple h & steph
Rock



WCW : NWO (hogan, nash, hall, not all the others who ruined it n joined after)
Scott Steiner (used to get quite alot of heat)

Anyway, it probably doesn't really merit an entirely new thread, but it kinda amuses me that a good chunk of the people who blow Triple H for being great are the people bitching about John Cena sucking by doing the exact same things. The only difference is that Cena's not politicking backstage to ensure his "greatness" is recognised, he's just following marching orders, albeit stupid ones.
