A review I just read said that This was supposed to be one of those whacky Russo storylines, but it was scraped when Russo got relived of his duties as booker. Goldberg later went on to beat Sting that night for the title.

Nah it was 99, because after that bullshit match, Goldberg wrestled Sting. What the fuck though, would be mad pissed if I was a fan.
First of all, Q&A forum.
Second, this was, in fact, another one of Russo's hair brained ideas at shocking TV.
So, Sting finally, after all those years, turned heel against Hogan at Fall Brawl and beat him for the WCW World Title. He wanted the title back, but Russo was against pushing the old star again as Champion when he had done nothing for ratings since turning face back in July. He wanted to concentrate more on guys like Goldberg, Sid Vicious, Scott Steiner and Booker T, but with Hogan's creative control, this was hard to do.
However, the booking went with Russo, and it was decided that Hogan would not win the WCW Title at Halloween Havoc in the rematch. Like the bitch that he is, Hogan decided it was time to take a break from WCW, but Russo demanded that he wrestle in the advertised rematch at Havoc.
With Hogan refusing to do the clean job and Russo not wanting to rebook the event, they decided to go with a shoot-work. The idea was that Hogan was going against the company and, like a "cool rebel," would rather lay down for Sting than wrestle him. They booked the Goldberg vs. Sting match so as to give the fans a "real" WCW Title match on the PPV, but the Goldberg win was declared void. The genius of the plot thickened as WCW didn't even mention the match or Hogan's disappearance, believing that the fans would have read about it on the internet and would know what was going on.
The plan was for him to return sometime down the road and challenge for the belt, but by the time he was ready to return, things had changed, and he was booked into the New Blood vs. Millionaire's Club angle.
This is why WCW sucked balls. For the most part anyway.

This was one of Russo's many storylines, where he thought 90% of wrestling fans read about wrestling on the net, but actualy they didnt only a msall minority did, and therefore most fans didnt have a clue what was going on, because nothing was ever explained! It was a work, that had to be done that way because hogan is a douche!
