Piper, because he's a better mic worker, has more charisma, and his matches weren't boring. He was also the biggest heel in the 80's, in his prime, whether anyone admits it or not. When you're on the opposite end of the Hogan feud, at that time, you're the top guy.

Now obviously I discredit Flair here but that's simply due to his poor timing in being matched with the Hot Rod, whom I love.

If the guy in the ring, can make it look like he is beating the shit out of his opponent, but actually isn't, and in turn look like he is getting his arse kicked, but isnt, then your man right there is a Wrestler.
I thought the IWC might have grasped this by now, inbetween sucking Chris Jericho's love muscle, but I guess there are still a few with this narrow mentality.
