Cheap as in price.

Best Buy has one I like for 300 bucks but maybe I can find it cheaper?

Also, I dont have a credit card and I would prefer COD if possible.

Wal Mart has some pretty cheap ones. Around 80-120 bucks.

I dont want a cheap video card in quality though, LoDown.

I want that Radeon 9800 Pro.

Yeah, probably not. The 9800 Pro is a great VC by the way, you'll love it.

The thing about Newegg is they have some of the lowest prices you'll see and practically free shipping depending on the weight of the package. Try pricegrabber.com and see if there are any retail stores that sell them is the only other thing I could suggest.
