Hey, I'm looking for software which lets me plug in my web cam, then take photos with effects on them.
Sort of like the Mac book photo booth program, but for windows :shifty:.

I would suggest you read up on this page, I would suggest GIMP, the first choice, as it like the article says is sometimes referred to as the "free photoshop"

I've got photo shop... I want a program where I can just connect a webcam and take photos from scratch.

You could go ultra-simplistic and have your webcam viewer up on your screen, and just print screen and copy into your photo-editing program. Or you could take pics with your webcam which is entirely possible.

I forget how exactly you access your still frame capturer on the comp, BC would most def know though.

Are your sure your webcam didn't come with anything that lets you do that?
