They HAD to acknowledge it sooner or later seeing as how every time HBK walked out in Canada he was almost booed out of the building anyway due to fans not being able to let things go. They figured that if HBK was going to get heat, he might as well deserve it. It had nothing to do with Bret, it had everything to do with just getting the fans pissed off. They would've exploited any issue that garnered that much heat.

I can see how in black and white it may seem that the fans only have montreal on their minds but I will also say that the wwe are the ones who keep bringing it up. The fans are over it but then they are manipulated to react. If they were not over it WWE shows would be boycotted in montreal.

When shawn michaels appeared in montreal with HHH he got a good pop. If the fans were not over it someone from montreal would have jumped the barriers to bitch slap shawn a few times.

Canada is over it in the sense that they dont bring it up unless HBK is heel or the WWE decides to open up that old wound.

You also have to acknowledge the uniqueness of the situation - Bret Hart represented an entire country. People in canada identify with him so when the WWE does something to Bret they take it as a personal attack. Its not about the screwjob, its about insulting the fans.

There are many angles and psychologies to this situation. Bret Hart is not a wrestler anymore, the fans have moved on but they are pulled back by shawn and/or WWE.

Also its so shameful that Bret Hart out pops most of the current Roster.

Of course you don't provide any examples but I'll bite. Suppose they did? I know one instance in which they did which was WWE Confidential: a documentary based program on popular issues in wrestling. Montreal was definitely significant issue in wrestling so of course the common sense thing to do would be to cover it.

Also, do you think them bringing it up at all after the initial event had anything to do with Bret Hart cuttting down WWE programming in interviews and in Nitro promos? Or Bret constantly bringing it up in anyway he possibly could in any way shape or form? When Owen died he said something along the lines of "Everyone knows that I don't have the greatest relationship with the WWF or Vince, but this was an accident blah blah blah". Was it neccesary to bring up himself when talking about his brothers death? No, it wasn't but he was so bitter and selfish about it all that he felt he needed to do it. Couldn't it be argued that anything the WWE did in regards to the incident was simply a reaction to a man that was living in the past and refused to let things go?

Montreal-esque screwjobs are rife throughout the history of the business. The only reason this one was so shocking was because people had assumed that, being the biggest wrestling outfit in the world, WWF had left those old rasslin' ways behind. It only retains its legendary mythos because it was such a high profile case. Screwjobs just as bad have been largely forgotten. It's a question of scale.
