You are running a Indy Fed and you have your top star but you want to book him against an established star but you only have 3 choices. Your choices are.
Steve Lombardi
Ricky Ortiz
Bam Neely

Steve Lombardi would be good if the storyline had some sort of weight behind. Perhaps bring in Lombardi as a guy who claims that the bottom rung of a top federation on his bad day is better than any of the guys in *indy promotion's* good day. You put your top star against him, and have him walk through Lombardi, and then have Lombardi give them the official word of endorsement after the match, and say that they are more impressive than a lot of the big stars he has fought.
Ortiz actually had some size and potential behind him. Bring him in with a cocky attitude, and squash a few guys based on his mere size alone. He goes against the top guy looking to add some "glitz and glam" to a promotion which truly needs it.
I would bring Bam Neely in under another name entirely, and hope that people don't remember he was in the WWE, and that he has got the talent to play a convincing bad-ass on an independent level where workrate matters. Maybe he could evolve and be a Tomko-like asset? But out of those three, I would probably go with Lombardi, just because he is probably the most "established" of those names.

If it's for one match Steve Lombardi. If it's for a longer angle Bam Neely.
Ricky Ortiz. He's the youngest, looks the most like a star, and he had a little bit of exposure in the WWE. Bring him in with an arrogant attitude, pissed off about being misused in the WWE, and have him squash some bitches into oblivion before facing the top indy guy.
No one's going to take Lombardi seriously, especially at his age, and who the fuck is Bam Neely? Some Roadkill look-alike nobody.
