Micheal Hayes got in trouble for ignoring the non-main event divisions and its possible when WWE fired a bunch of writers, some of them might have been involved in the lower divisions of Smackdown.

Also helps that pairing the rookies in groups or with someone else gives them air time each week compared to Darren Young and Kaval. The big exception would be Daniel Bryan.
