Triple H is also the superior performer, which makes him even more not as bad as Jarrett.

Double J is a worse off talent than HHH and at least HHH lets others shine at times. So I guess my answer is....

Jarrett, at least Hunter has in-ring talent and overness that can help negate anything Hunter does backstage.
