I thought so too but I just watched the video. Definitely looks like he blades then does the hand off to the ref.

There was one WCW PPV (I wanna say Spring Stampede 2000) durring a match between DDP vs Jeff Jarrett where there was an extremely stupid blade job. They're on the outside, DDP picks up Jarrett and atomic drops him onto the ring post. So Jarrett goes crotch first into the post and he blades..... Not exactly sure the psychology behind that one.
