Actually, I don't think this would be a bad idea for an RPG. I mean, it'd probably need to be a slightly rotated version of the western, but the setting can add a bleak, mystic feel to a game where you do your best to make the bleak lives of desert towners a bit more tolerable.
You could even depart from the western setting for a brief period or two, using the powers of a Native American shaman, or something of the like. Start with Deadwood, and rotate the story through a few supernatural themes, with human problems fuelling the tension, and I think you'd have a really good story and atmosphere for a game where you are essentially playing either a black hat or a white hat.
