If they're color coding all of the belts I'd have to guess the titles are going to be "exclusive property" of their show. I remember they used to have champions switch shows through the draft all the time as a "surprise", but it'd be kinda ridiculous to have the SmackDown Tag Titles end up on Raw or vice versa.
