Ziggler won the World Heavyweight Title. Not the WWE Title.

I guess that makes sense then. I could see him winning them with Mason Ryan perhaps? It's evident that he and Swagger are never going to win them.

“You’re tough, bro…but you’re not the toughest. You’re bad, bro…but you’re not the baddest. You can beat up almost everybody…but there’s somebody you can’t beat. You scare almost everybody…but there’s somebody you’re scared of.”

Lesnar, of course, goes ballistic. EVERY TIME. His eyes bulge, his veins pop, Lesnar goes CRAZY. But he can never get his hands on Ryder. NEVER. Ryder is always one step ahead, just a little too slick. Ryder wrestles a match. Lesnar hits the ring. But Ryder leaves through the crowd and Lesnar can’t quite catch him. Ryder is “live” backstage. Brock finds a video machine on play. It’s a Benny Hill chase scene. It’s the roadrunner and coyote. John Laurinaitis “fires” Ryder. That makes him impossible to control. Who’s the mole that keeps sneaking Ryder’s promos on TV?

You could tape a lot of this in advance. You could maximize Lesnar’s presence on Raw despite his limited dates.

Lesnar can never, ever lay his hands on Ryder. That’s why Ryder getting “fired” is necessary. Laurinaitis can’t force a match. Ryder returns as a masked guy: The Midnight Ryder. Everybody knows who it is. Lesnar destroys him. Lesnar rips off the mask, and it’s not Ryder. More torture.

Everyone would fear Lesnar. He’d keep destroying every opponent while all this goes on. But Ryder’s ridicule would give fans a method of ridicule. That’s part of a heel’s dynamic, too.

Finally, Ryder asks for his job back. Laurinaitis, anxious to finally feed Ryder to Lesnar, hires him. Ryder is in the ring, ready to face Lesnar. Lesnar comes out onstage. He’s champing at the bit, jumping up and down, his adrenaline in overdrive. Lesnar charges the ring but, when he’s partway down the aisle, the lights go out.

(I’m not crazy about the lights going out, but it’s not often been used in WWE. It’s not quite a cliché.)

When the lights come back on, Austin is in the ring. Ryder is standing behind him, laughing. Lesnar, about 20 feet from the ring, backs up. Just a step, but he backs up. Austin grabs a mic and cuts his typical bad-ass promo. (I’d never pretend that I could script it.) Lesnar is 95 percent stuttering and spluttering, 5 percent scared. Five percent unsure, anyway. He’s speechless. Everyone knows that a bully never shuts up…unless he’s frightened.

Heyman runs out and talks Brock to the back. “Not now. Not here.” Heyman makes it sounds like he’s keeping order, but the execution makes it clear he’s saving Lesnar. SUBTLETIES.

It’s on for ‘Mania. A new sherriff’s in town. He made the bully flinch.

Between that moment and ‘Mania, Lesnar finally catches Ryder alone and unaware and DESTROYS HIM. Part of the buildup. But Lesnar and Austin never touch until ‘Mania. Ryder had been avoiding Lesnar. Now Lesnar avoids Austin. Lesnar’s bravado turns phony. Lesnar’s confidence seems forced. But he’s still a MACHINE. He’s still REAL. But is he tougher than Austin? The cracks are small. But they’re there. The cracks sell the match.

Who wins at ‘Mania? I’d have Austin win, of course. That’s what you’ve built to, and ‘Mania is designed for feel-good moments (i.e. babyface wins). But who cares? You’ve got their money.

Is this flawless booking? Probably not. But I guarantee it’s better than whatever ‘Mania plan WWE uses for Lesnar or Austin.
