I'd be all for Show actively competing between now and WM 35 as a way to acknowledge and celebrate his 20 years in WWE.

Maybe he comes up 2nd or 3rd in the 2019 men's RR. A feud between he and the person who eliminated him starts, he gets a retirement stipulation for a match with his nemesis at WM 35 and comes up just short and is given a few minutes to make a tearful and heartfelt farewell speech. You could then make him the headline guy of the WWE HoF Class of 2020.

Decent match but not really feeling interested in WWE's World Cup. So far its coming off as just WWE's typical habit of over-relying on part-timers and older stars at the expense of younger stars who could use the rub.
