Why is it OK to slam your opponent's head into the "steel" steps beside the ring, but if you pick up the steps and smash it into the head of your opponent it's a DQ?

Why tossing someone over the top rope is a DQ yet smashing a chair over their back is just fine.

Simple. When you slam them into the steps, the steps are part of the ring. When you pick the steps up, they're a weapon.
