Before you guys get all mad and complain, I did this the same way I did the King of the forum. Put all the names on Random.org, do a list, randomize 5 times, and just go 1 plays 2, 3 plays 4 and so on.

After this round, every winner of their matchup will be put on a list and randomized. The top 10 will go into 1 bracket. Then the leading vote getting of the other 9 will be able to pick one person eliminated to join them on that side. I'm getting a little creative here and spicing some things up. There will be an interesting twist to round 3 as well.
