To answer your question, I think there was some guilt involved in "putting her on payroll" originally. Then she turned heel, started getting booed heavily because she is annoying with no actual skills in any area that should constitute a good wrestling personality. However any heavy boos are good boos therefore, yes, she is "over" unfortunately and will continue to get paid for it.

Vicky Guerrero is the reason why Smackdown is awful. I mean, sure they have crap shoots like with Teddy Long too, but seriously, if it wasn't taped, they'd have to bring some better Talent to the show. It's obvious that Smackdown has turned into the craphouse where WWE talent goes to die while dreaming of returning to Raw.

As for why she is on the payroll? I figured it was so Eddie's kids would be able to have any semblence of a decent upbringing. I doubt Vickie worked through the period she was raising her kids whilst Eddie was busting his ass to make some cash for his family, so getting a job in the "real world" - at least a decent paid one - would be pretty tough for her.

It's pretty much a courtesy from WWE. Say what you will about the company, but they do take care of their workers, especially now.

And as stated, she is pretty fucking over as a heel, like it or not (and you're not supposed to).
