Why is it popular to grow a beard after a heel turn? CM Punk, Batista, Hollywood Hogan, Gary Busey.

Because you can't see the whole face, thus you don' trust the person as much. Simple psychology. And it can look more bad ass.

It's actually an old Carny thing.

Face is short for "Babyface." This is because they were often clean shaven. And the Heels had facial hair, to prove their heel-dom.

This is all to the best of my knowledge, I could be wrong on some aspect.

In a sense it is heelish a lot of people are put off by chest hair(present company obviously excluded) it furthers the look Punk has of an unwashed vagrant,but you're right its an awesome change character wise.

I think the PG era has amplified this a bit althow it would seem heels throughout wrestling history have on occasion done this not really sure why though

I think it's taboo that you're a heel, because you got a full beard. There were so many faces with full beards...

Examples:

There are exceptions to the rule, but since I said Carny (and not Kizarny), It should have implied that I meant right as the sport was starting to become worked.

Along the same lines as of why the heroes in Westerns wore White Hats and were clean shaven, while the villains wore black hats and were more apt to have a 5 o'clock shadow.

Same reason why there are guidelines and tips on how to do job interviews regarding being clean-shaven as a positive and a beard as a negative.

Being clean-shaven to a future boss means your trying to present yourself in a "good" manner and respect the company/interview boss while having a beard means you either don't care about presenting yourself in a "good" manner or try to show some authority over the boss who probably has a beard due to having seniority/authority on the job.

It's just a trick to make a guy appear rougher, less concerned about their appearance and could even be used to sublimenally send hits that the heel's life is spiralling out of control and into the proverbial bottle. It's like they were such an asshole their hypothetical wife left them, so they are just like "whatever" and growing their hair out.

It's not an absolute rule, but it is a fair observation. Sometimes it actually annoys me when facial hair is cartoonishly used to symbolise the "evil" of a character (Chris Jericho's 2002 heel stint is a great example of that), but sometimes it fits. I actually think CM Punk would benefit by being clean-shaven, and presenting himself as this "clean" individual. A false idol, if you will.
