It's not about what it's saying, it's about having a sudden and recognizable cue to signify his music hitting.
It's no different than the glass shattering or "If ya smell" being a staple of every Austin and Rock theme, ever. Or the screech at the beginning of Bret's

It's no different than when his Rob Zombie theme "Never Gonna Stop" had the "Use my body to keep you alive!" intro line...it gives the crowd instant recognition from the second the music hits who they should expect to see walk through the curtains.
