There's few publications that do these things 'properly', well thought out with logic etc. Only with PWI they probably take a list of all the guys in WWE and TNA and throw a dart at it and whoever it lands on comes out #1. Rinse and repeat until all those employees are done then fill the rest with indy guys on the criteria of who has the coolest name. Or something like that.
