Was Goldberg the only champ in WWE who wore shorts? Every champ I can think of either wore trunks, tight pants (like Jericho) or actual pants (Diesel and the Rock).

Groin injury HHH doesn't really count and I place Cena in the pants category since they're jorts and not the tight shorts I'm asking.

Big Show wore shorts during his first WWE title run, against the Big Bossman (but also wore a tshirt)

Also, Bob Backlund has been known to wear shorts, but I don't know if he did so during any of his reigns.

Backlund wore trunks in both of his reigns, but he wore a singlet when he lost his belt to Iron Shiek.

CM Punk used to wear shorts.
