IYH: Buried Alive - WWF Title Match

Why was the Michaels-Goldust WWF Title match at this PPV a dark match? Why was there no actual title match on the PPV itself?

It was a $20 PPV, so the dark main event was a treat for the live crowd since their tickets were still full price.
