Who was #18? You see somebody come out for a brief second... can't tell who it was though.

They say it was SUPPOSED to be Macho Man but it didn't look like him.

I think it was Animal from Legion of Doom. He was number 19. My thinking is, as it was scripted for number 18 to miss his spot, Animal was next in line to come through the curtain and jumped the gun a little, luckily being called back before he was completely in the aisle. Plus, you can just about see the red design on his tights. Just my tuppence worth.

Oh, and in 1994, Vince McMahon explained on commentary that the missing participant, number 23 I think, was supposed to be Bastian Booger who couldn't come out because he had made himself ill stuffing his face.

The whole deal behind having a no-show in that Rumble was to make the audience think that Bret was going to miss it due to having had his leg kicked out of his leg by Owen earlier that night.
