Heyman because he was great at working with a bigger variety of wrestlers on Smackdown for its main events and focus while RAW at the same time was usually Triple H and current opponent of the month/feud.

Even in WWE's ECW, Heyman was willing to push more wrestlers than just focusing on only Bobby Lashley or the Big Show which is what Vince wanted.

Heyman is the smart money, but I'm going with Shane-O

But I'd prefer a board of directors type of authority figure. Have someone be the head of the Board of Directors and only have the board be used sparingly on-screen, like 4 times a year max. Other times the announcers "get word from the Board of Directors".

Kind of like Jack Tunney's role.
