I don't think it's fair to blame Vince for the loss. It was an accident, and even though Vince authorized a dangerous stunt, Owen went with it, and let's remember that such stunts have been pulled many times safely.

The way Sting was dropped from the rafters was just as dangerous, maybe even more so with the rapid descent and sudden stop. Shawn Micheals and the Undertaker have both been lowered from the ceiling multiple times, and shit, several people have been hung in cages over rings for entire matches (Paul Bearer, Jerry Lawler, and Jim Cornette come to mind.)
Regardless of what Cornette may think, a defective safety item killed Owen Hart; WWE didn't kill him, Vince McMahon didn't kill him, and Vince Russo didn't kill him. It was a freak accident caused by a freak set of circumstances; hell, if he'd gone a few feet in a different direction he may have ended up surviving. People like to point out the "Owen didn't want to wrestle" line but let's not forget he wanted to fight fires for a living as an alternative, and while I don't have any stats to hand, I'm pretty sure a greater percentage of firefighters than wrestlers die on the job in any given year. Or for all we can tell he might have been run over by a steamroller on his way to a hockey game, that's how useless "coulda woulda shoulda" speculation is in a case like this.
Ah God dammit, I just agreed with the furry.
