Wait a minute. How did Dragon hold the WCW crusierweight and WWF lightheavyweight at the same time? Weren't the belts split when he was in the WWF?

Actually, Vince never knew their Light Heavyweight title was still active in Mexico and Japan at the time, so when he decided to revive the Light Heavyweight title in 1997, he demanded NJPW to force the champion at the time, Shinjiro Otani, to return the title back to them. He did, as well as returning all the other titles in the J-Crown to their respective promotions, keeping only the IWGP Junior Heavyweight title.
