I think they were saying it was hyped as the first women's RAW main event since 2004-2005? Which was Lita v. Trish

Because the draw of that match was the special guest ref: The Rock. It wasn't about the women.

So it wasn't a women's match main eventing Raw because Rock was the referee.

It was as "first women's match to main event RAW since Trish/Lita in [year]" and "the first Hell in a Cell" respectively.
