He didn't mock him at all. He compared him to Jake Roberts which although harsh and clear hyperbole, illustrates the point he's making very well.
Comparing one addict to another isn't mockery when it's historically relevant and the discussion is about addiction.

That's the overwhelming attitude towards alcoholics. It's so tolerated that the guilt dissipates far too quickly for any real effort to be made until the alcoholic goes so far that everybody agrees that the poor cunt has hit rock bottom.
