Not 70 billion cars numb nuts, they mean possible combinations of cars. Ie: Car 1: Civic, NFSU decal, green paint, Car 2:Civic, NFSU decal, slightly different color green paint.

There will be about 30 licensed cars, with 70 billion possible combinations.
