Rock is probably the best at insulting other wrestlers, but I'd say Flair is the best when it comes to ripping on fans.

Kurt Angle is by far one of the best. He's does it in wierd ways too, it's hilarious.

Also, I think the Simon Dean things lately have been hilarious.

That's basically my list.. I would ass Joey Styles and Cyrus on as a duo though when it comes to insulting wrestlers. Granted they're announcers, they had a real subtle way of taking shots that was great.

Rock is BY FAR the best

Ric Flair is awesome on the mic. I love how he says something to a fan like "Ask your mom about me, boy." The best line by far was when he said to Maven, "I've had more championships than you've had women."

On a consistant basis I think Jericho and the Rock are the best.

Finally, I don't remember the last time HHH said something great on the mic. DX days maybe?

Yeah, Flair and Rock definitely get the fan heat going for sure. In the older school, DiBiase was good at it too.
